Proposed Ministry Formula Suggests Equal Share for JD(U) and BJP in Bihar

Following the recent Assembly elections, an initial formula for the formation of the new government in Bihar proposes an equal division of ministerial portfolios between the Janata Dal (United) and the Bharatiya Janata Party.

This proposed equal share is based on the fact that both major alliance partners contested an equal number of seats (101 each) in the state polls. This arrangement would be a significant shift from the previous government, where the BJP, having won more seats than the JD(U) in 2020, held a substantially greater share of the ministerial positions (22 for the BJP versus 12 for the JD(U)).

In the recent election results, the BJP emerged as the single-largest party with 89 seats, closely followed by the JD(U) with 85.

Proposed Allocations for Smaller Allies

The ministry distribution formula also outlines potential berths for the smaller parties within the ruling coalition:

  • The Lok Janshakti Party (Ram Vilas), led by Chirag Paswan (19 seats), is reportedly being offered two ministerial posts.
  • The Hindustani Awam Morcha (Secular) of Jitan Ram Manjhi (5 seats) and the Rashtriya Lok Morcha of Upendra Kushwaha (4 seats) may each receive one cabinet department.

Sources indicate that while this formula is currently being discussed, consultations are ongoing and major changes, particularly concerning the distribution of specific portfolios, remain possible.

Key Developments and Leadership

The swearing-in ceremony for the new government is anticipated to take place on either Wednesday or Thursday, as the term of the 17th Bihar Assembly is set to expire on November 22.

It is generally accepted that Nitish Kumar will continue as the Chief Minister. However, a final decision on the retention of Deputy Chief Ministers is reportedly still pending.
